Oracle 7.3 SQL Library Connector

Changes made by Oracle to the SQLNet interface resulted in an incompatibility with the Superbase Oracle 7 connector as of Oracle 7.13. The new Superbase Oracle 7.3 connector works for Oracle 7.14 and later and should be forward compatible to Oracle 8 as well.
